Among Ambrogio’s most significant works are those for the Palazzo Pubblico in the Sala dei Nove (meeting chamber of the governing Nine). Ambrogio chose the best-illuminated walls for Good Government and Its Effects, leaving Bad Government in the shadows on the shorter wall which has also suffered considerable damage. Bad Government uses the same forms and compositional devices as the other frescoes in the room, but inverts them. The malevolent-looking figure representing Bad Government, pointedly labeled as Tyranny, is enthroned and stares hieratically out at the observer.
